America’s AI Action Plan: Why Skilled Trades Will Build the Future

Aug 25, 2025

By Keith A. Carswell, Director, Department of Economic Innovation & Development, City of Miami

On July 23, 2025, the Trump Administration released America’s AI Action Plan, a 28-page roadmap to secure U.S. leadership in artificial intelligence.

Buried inside its pages is a bold recognition that may surprise many: the future of AI depends on the skilled trades and Blue-Collar Tech workforce that builds and maintains its physical infrastructure.

One of the most forward-looking sections, Train a Skilled Workforce for AI Infrastructure, could have been written about my department’s strategy. It highlights electricians, HVAC technicians, and other skilled trades as high-priority occupations essential to making AI real—not in code, but in wiring, cooling, and physical systems.

What the AI Action Plan Says About Skilled Trades

The federal plan lays out a national workforce playbook for preparing America for the AI era. Among its directives:

  • Scaling apprenticeships and certifications for AI infrastructure roles
  • Expanding early-career exposure in middle and high schools to spark interest in tech-enabled trades
  • Partnering with employers to co-develop training programs that meet real-world demand
  • Integrating AI-relevant roles into Career and Technical Education (CTE) and Registered Apprenticeships nationwide

This is more than workforce policy—it’s an acknowledgment that the human infrastructure behind AI is as vital as the digital one.

Why Skilled Trades Are America’s Competitive Advantage

According to the U.S. Bureau of Labor Statistics, skilled trades tied to AI infrastructure are projected to grow steadily over the next decade:

  • Electricians: +11%
  • HVAC Technicians: +9%
  • Plumbers/Pipefitters: +6%

Meanwhile, many white-collar tech jobs—from computer programmers to graphic designers—face direct automation risks from generative AI.

Skilled trades and Blue-Collar Tech jobs are resilient because they require:

  • Physical dexterity to wire, weld, and repair systems on-site
  • Real-time decision-making in unpredictable environments
  • Human adaptability that no algorithm can replicate

You can’t replace a licensed electrician or HVAC technician with a prompt!

Investors Are Taking Notice

The investment community is beginning to see Blue-Collar Tech as an investable market. Funding is flowing into:

  • AI-powered HVAC diagnostics
  • IoT-enabled building maintenance platforms
  • Digital apprenticeship and workforce training tools

This fast-growing sector combines innovation with physical skill—and returns are driven by solving tangible, at-scale problems that no software alone can fix.

Miami as a National Blueprint

At the City of Miami’s Department of Economic Innovation and Development, we’ve already begun implementing the workforce playbook the federal government just endorsed.

Through the Venture Miami Scholarship program, we are supporting training at the seven Technical Colleges of Miami-Dade County Public Schools to:

  • Train electricians to install and maintain IoT devices for smart city infrastructure
  • Certify HVAC technicians in smart building climate control systems
  • Upskill aviation mechanics to service future Advanced Air Mobility (AAM) aircraft
  • Partner directly with employers so graduates move seamlessly into high-demand, high-paying jobs

Our approach proves that local innovation can align with national priorities—and deliver results.

AI Infrastructure Is Human Infrastructure—And Skilled Trades Build It

AI isn’t just about algorithms and cloud computing. It’s about the physical backbone—the data centers, fiber corridors and climate-controlled facilities—that enable digital systems to function.

And that backbone can’t be built or modernized without a skilled, AI-ready workforce.

That’s why America’s AI Action Plan matters. It reframes AI not only as a digital revolution, but as a jobs revolution—where skilled trades and Blue-Collar Tech are elevated as strategic assets for U.S. competitiveness.

Call to Action: Join the Blue-Collar Tech Surge

The AI revolution won’t be built solely by coders, cloud architects, or data scientists.
It will be built by the hands that:

  • Wire the data centers
  • Weld the vehicle frames
  • Install the climate systems
  • Keep the smart infrastructure running

If you are an investor, educator, employer, or policymaker, the opportunity is urgent and clear:

  • Fund AI infrastructure and workforce development programs that scale impact
  • Partner with Miami to replicate proven training models nationwide
  • Build a workforce that reflects America’s diversity, resilience, and ambition

To connect with the City of Miami’s Department of Economic Innovation and Development, reach out today and be part of this transformation.

Because AI won’t wire itself. Smart cities won’t weld themselves. And the future won’t build itself—unless we invest in the skilled trades that America’s AI Action Plan has elevated as our competitive advantage!
